Mr Muthotho Sigidi

  • Mr Muthotho Sigidi was appointed the acting Director-General in May 2016.
  • His academic qualifications include a BA (Hons), a Master’s degree in Public Administration (UP), a certificate in rural development pol icy and management and Certificate Programme in Municipal Finance, both from Wits University, a technical teaching diploma specializing in Light and Heavy Current.
  • Starting out as a young Mathematics and Science teacher at Mbilwi High in Venda in 1987, Mr Sigidi went on to teach Mathematics and Electrical Engineering at Thohoyandou High school where he was appointed acting principal in 1993.


  • He later lectured in Electrical Engineering and acted as head of the technical department before leaving teaching in 1998.
  • Mr Sigidi was subsequently appointed a regional manager, and later director for Institutional Development at the Government Communication and Information System (GCIS).
  • He joined CoGTA then DPLG as Chief Director Municipal Services in 2004.
  • He was appointed Acting Deputy Director-General Free Basic Services and Infrastructure in 2006.
  • He resigned in 2007 and joined Vhembe District Municipality as Municipal Manager.


  • He was appointed as Deputy Director-General Intergovernmental and Fiscal Relations in 2010 and Acted as Director General in 2012.
  • He is currently Deputy Director-General Institutional Development in the Department of Cooperative Governance.
