The Deputy Minister of Cooperative Governance and Traditional Affairs (CoGTA), Mr Andries Nel delivered a keynote address at the Monitoring and Evaluation Workshop in Saint George’s Hotel and Conference Centre in Pretoria on Thursday, 12 October. The two-day workshop, which started this morning, is hosted by the Department of Planning, Monitoring and Evaluation.
The objectives of the workshop are among others to identify appropriate measures that needs to be put in place in order to accelerate the implementation of the National Development Plan (NDP) by all stakeholders; to identify the levers of change to institutionalise planning, monitoring and evaluation in government as well as identify specific proposals for legislation for planning, monitoring and evaluation.
In his address, Deputy Minister Andries Nel, said that in responding to the objectives of the workshop, we need as government, to move further from policies to results and this he says can only be achieved if we strengthen the capacity and capabilities of our monitoring and evaluation systems.
Deputy Minister Nel also called on departments of Public service and Administration; Cooperative Governance; Treasury and Performance Monitoring and Evaluation to champion the institutionalisation of integrated planning, monitoring and evaluation at all levels of government and to work together to create alignment between powers and functions; planning processes and budgetary allocations.
He said that these departments must work together to identify coordination problems and use their collective influence to ensure that these are resolved, bearing in mind that this may require research to assess the effectiveness of the current intergovernmental system.
In conclusion, Deputy Minister said: “We need to clearly identify what was working and what was not working in the current Medium Term Strategic Framework period as it comes to an end in 18 months, so that we can begin to consolidate the work that was started in 2014.”
