The Constitution of the Republic of South Africa, 1996 obliges the Provincial and National Government by legislative or other measures, to strengthen the capacity of municipalities to perform their functions. The Municipal Systems Act, 2000 (Act No. 32 of 2000) requires the DCoG to establish a framework for support in order to progressively build local government as an efficient frontline agency capable of integrating the activities of all spheres of government for the overall social and economic upliftment of communities.
The National Development Plan, 2030 (the NDP) enjoins national government to build a capable and developmental local government, through an enabling framework that will allow the active support and oversight of national and provincial government. Pillar Five of the Back to Basics Programme adopted by government in 2014 namely, Building resilient institutional capability, enjoins national government to support and strengthen the capacity of municipalities to perform their functions.
In fulfilment of these policy imperatives, the Department of Cooperative Governance (DCoG) invites former municipal administrators/managers and other professionals with technical and specialist skills in local government with an impeccable record of honesty and integrity, to register on the database by providing their details for placement in municipalities on an “as and when” basis.
