The Minister for Cooperative Governance and Traditional Affairs Richard Baloyi has described the main role of government as one of transforming the institution of traditional leaders in the country. Minister Baloyi was a guest speaker at the annual celebration of Kgoshi Mampuru II who was killed by the apartheid government in November 1883. The event took place at Mamome Tribal Authority recently.
Minister Baloyi said it was the role of government to define, locate and affirm the institution because it was always undermined. He said: “As government we are committed to continue to rewrite the history of traditional leadership as it is now distorted and we will continue to strengthen the collaboration between traditional leaders and the municipalities.” |

After a disaster has occurred the relevant local municipalities respond to the incident in a form of providing relief measures i.e. provision of blankets, tents, food parcel, etc. Conduct assessment and determine the extent of damages for submission to political principals for a decision.The outcome of the assessment will determine the capacity of the local municipality, whether they are coping or not, and if they are not coping they will refer the matter to the council of the municipality for a decision.
Based on the information provided by the officials the council will have to take a resolution to declare a local state of disaster (the purpose is to generate extraordinary measures to deal with the situation). At this stage the local municipality will have to submit its assessment report and the council resolution to the Provincial Disaster Management Centre PDMC requesting the classification of a state of disaster. (NB: Disaster remains local state of disaster until classified and recorded by the National Disaster Management Centre (NDMC)). |

Kgoshi Mampuru was brutally executed in public by the apartheid government after he had refused to acknowledge and thereby submit to the rule of the then Republican Government (TVL Native Affairs Department,). Mampuru was expected to pay a hut tax. He was hanged in 1883 November. |

The Cooperative Governance and Traditional Affairs Minister Richard Baloyi held a meeting with the Demarcation Board in the afternoon - Thursday, 24 January 2013 - to discuss matters relating to the proposed amalgamation of Metsimaholo and Ngwathe local municipalities, in the wake of the public protest which resulted in the loss of lives and destruction of property in Zamdela. The meeting noted and agreed that the Minister's public announcement to put the demarcation process on hold was in the interest of peace and stability in the area of Metsimaholo.
