To develop, coordinate and implement an effective system of inter-governmental relations in strengthening coordination. The activities in this sub-programme are: to manage Intergovernmental dispute resolution; to support Intergovernmental Relation Structures and to conduct and practice of Intergovernmental Relations (IGR)
