The Department of Cooperative Governance has undertaken a review of the Community Work Programme (CWP), an innovative poverty alleviation offering of government to provide a job safety net for unemployed people of working age.

The review aims to enhance the program’s impact, effectiveness, and overall efficiency underpinned by value for money implementation modalities.

As part of the ongoing review process, the department invited qualifying bidders (NPOs / NGOs/NPCs) for appointment as Implementing Agents (IAs) of the CWP for a short term period.

The bid was formally publicized on October 4, 2023, with a closing date of October 26, 2023, at 11:00. Prospective bidders submitted their proposals online through the eTender Portal, managed by the National Treasury. On the bid closing date of October 26, 2023, the online system registered the submission of twenty-three bids and sixteen were successfully downloaded. Unfortunately, seven bids could not be downloaded due to technical error. As a result, the bid has been re-advertised for a period of ten days, starting from 09 November 2023, with a closing date set for 24 November 2023.

The re-advertisement is informed by the departments intention to protect the integrity of the process and afford all qualifying bidders an opportunity to submit.

This process of appointing Implementing Agents is meticulously executed with a focus on openness, transparency, fairness and adhering to stringent ethical standards.

We therefore encourage all qualifying bidders (NPOs / NGOs, / NPCs) to submit their bids for possible appointment as Implementing Agents (IAs) of the CWP within the stated period (09 to 24 November 2023).
