The Minister of Cooperative Governance and Traditional Affairs (CoGTA), Mr. Velenkosini Hlabisa, today convened the Inter-Ministerial Committee (IMC) on Local Government Elections, marking an important step in preparations for the 2026 Local Government Elections.
In his opening remarks, Minister Hlabisa stressed the importance of early and meticulous planning for the upcoming elections, emphasizing that the main objective is to ensure free, fair, and credible elections. He urged all stakeholders to approach the process with caution and precision, as it will shape the democratic future of South Africa’s municipalities.
Key Highlights from the Meeting:
1. Terms of Reference for the IMC: The IMC adopted the Terms of Reference, which outline the frequency of meetings, the structure of leadership, and the quorum required for meetings. These provisions will guide the IMC’s work leading up to the elections.
2. Councillor Numbers Formula: The IMC discussed the formula for determining the number of councillors, which will be based on the approved voters roll. This formula will ensure accurate and fair representation in municipal councils.
3. Ward Delimitation Process: The IMC was briefed on the 2024/2025 municipal ward delimitation process, which is crucial for the next local elections. The timely determination of councillor numbers is essential to avoid delays that could impact the Independent Electoral Commission’s (IEC) preparations.
4. Preparations for the 2026 Local Government Elections: The IEC provided an update on preparations for the 2026 elections, including the legal requirements that elections must occur within 90 days after the municipal council term ends on 1 November 2026. A notice was already published by the Minister on 2 October 2024 to officially mark the timeline.
5. Security Plan Development: The IMC was briefed on the development of a comprehensive security plan for the elections, with coordination through NATJOINTS and PROVJOINTS structures to ensure safety throughout the electoral process.
6. Support from the Department of Home Affairs (DHA): The DHA’s role in the elections will be important, providing identity verification services, issuing identity documents, and resolving voter registration issues. This support will ensure that all eligible voters are able to participate in the elections.
7. Communication Strategy for Elections: The IMC discussed the communication approach for the 2026 elections, which will guide messaging throughout the pre-election, election day, and post-election phases. Clear, consistent communication will be key in engaging the public and ensuring transparency.
The IMC has committed to regular meetings to monitor progress and ensure that all aspects of the 2026 Local Government Elections are on track.
