Every Municipality Must Work

The Deputy Minister of Cooperative Governance and Traditional Affairs, Dr Namane Dickson Masemola, will address the Limpopo Provincial Members Assembly (PMA), convened by the South African Local Government Association (SALGA) under the theme “Developing Resilient Municipalities.”

The PMA is held annually in terms of SALGA’s Constitution and serves as the second highest decision-making authority in the province after the Provincial Conference. It provides a platform for municipalities to deliberate on key governance, financial, and service delivery issues, while setting the provincial programme of action and priorities for the year ahead.

Deputy Minister Masemola’s address will focus on developments in local government, with particular emphasis on strengthening municipalities as the coalface of service delivery.

Key focus areas of the Assembly include:
1. Advocating for a Reformed Local Government Funding Model – lobbying for a sustainable fiscal framework aligned with municipalities’ constitutional mandate.
2. Driving Implementation of Financial Recovery Plans – ensuring unfunded budgets and financial crises are addressed through actionable recovery measures.
3. Enhancing Municipal Own Revenue Generation – strengthening billing, revenue collection, and sustainable local revenue bases.
4. Building Institutional Capacity and Governance – improving skills, training, and governance practices among councillors and officials.
5. Facilitating Inter-Governmental Relations and Dispute Resolution – ensuring cooperation and resolving disputes between municipalities and other spheres of government.
