Vacancy: Chief Financial Officer – Municipal Demarcation Board (MDB)
The Municipal Demarcation Board (MDB), an independent constitutional institution responsible for determining municipal and ward boundaries across South Africa, is inviting suitably qualified professionals to apply for the role of Chief Financial Officer (CFO). This executive position is central to strengthening the Board’s governance, financial integrity, and strategic capability.
Offering a Post Level 14 position with an all-inclusive package of R1,494,900 per annum, this role provides an opportunity for a seasoned financial leader to contribute to an institution that shapes the functionality and effectiveness of local government across the Republic.
About the Municipal Demarcation Board (MDB)
The MDB’s mandate extends across the entire country, ensuring that municipal boundaries are appropriately determined and reviewed. It also conducts municipal capacity assessments as required by the Municipal Structures Act. As an independent institution, the MDB operates with a strong emphasis on accountability, governance, and public value.
The CFO will report directly to the CEO and will lead the Finance Division, which includes Financial Reporting, Budget Management, SCM, Risk Management, Treasury Functions, and Internal Controls.
Core Purpose of the Role
The CFO will oversee the MDB’s financial operations, ensuring:
Accurate and compliant financial reporting
Effective budget management aligned to the MTEF
Strong internal controls and governance
Sound risk management and fraud-prevention measures
Robust stakeholder relationships with institutions such as National Treasury, the Auditor-General, SARS and other relevant partners
This leadership role requires a forward-thinking executive capable of translating organisational strategy into sound financial planning, operational excellence, and strategic financial guidance.
Key Responsibilities
1. Financial Management
Lead preparation of financial statements, reports and analyses
Ensure financial accuracy, integrity and compliance with statutory frameworks
Oversee payroll, creditors, procurement, budgeting and financial controls
Implement effective cash-flow, revenue collection and debt-management systems
Ensure adherence to PFMA, tax legislation and internal governance policies
Support the CEO with statutory financial obligations
Monitor organisational performance against the APP and MTEF requirements
2. Governance & Strategic Leadership
Strengthen governance through policy development and compliance
Participate in strategic planning and translate organisational objectives into financial strategy
Manage interactions with audit structures, implement audit recommendations and maintain sound audit outcomes
Safeguard organisational assets and maintain secure financial records
3. Operational Oversight
Oversee procurement processes to ensure fairness, equity, transparency and cost-effectiveness
Maintain functional asset registers and internal controls
Oversee treasury functions
Identify new revenue opportunities and monitor financial risks
Lead business planning for the Finance Unit
4. Business Process & Risk Management
Conduct regular risk assessments and ensure implementation of mitigation strategies
Maintain strategic relationships with Treasury, AGSA, SARS, CoGTA, financial institutions, municipalities, service providers and portfolio committees
5. Learning, Growth & People Management
Ensure the Finance Division is appropriately structured and staffed
Drive high-performance culture through effective performance management
Provide leadership that aligns behaviour and values to the MDB’s mission
Communicate policies, progress and priorities to staff
6. Stakeholder & Vendor Management
Build constructive relationships internally and externally
Represent the MDB in formal and informal stakeholder structures
Manage vendor relations in line with internal controls and procurement legislation
Working Conditions
Minimum Requirements
Bachelor of Commerce/B-Tech in Accounting, Financial Management or Cost & Management Accounting (NQF 7)
CA(SA) qualification is an added advantage
At least 5 years’ experience at senior management level
Minimum 8 years’ experience in accounting/financial management
Knowledge of GAAP or GRAP, PFMA, Public Service Regulations and the relevant legislative environment
