Every Municipality Must Work

The Minister of Cooperative Governance and Traditional Affairs (COGTA), Mr Velenkosini Hlabisa, will participate in a National Council of Provinces (NCOP) debate on the theme: “Good governance as the foundation of local government.”

The debate takes place as COGTA intensifies efforts to rebuild and strengthen municipalities to ensure they deliver quality services, uphold accountability, and restore public confidence. The Minister’s contribution will focus on the central role of ethical leadership, institutional accountability, and community participation in driving effective and responsive local governance.

Minister Hlabisa will outline ongoing reforms aimed at ensuring that municipalities function efficiently and transparently, including measures to professionalise local government administration, strengthen oversight, and enforce consequence management where there is failure or misconduct. The Minister will also emphasise the importance of building capable municipalities that are responsive to the needs of communities and aligned with constitutional obligations.
