Kgosi Thabo Milton Seatlholo
Chairperson of the National House of Traditional and Khoi-San Leaders (NHTKL)

Kgosi Thabo Milton Seatlholo is the current Chairperson of the National House of Traditional and Khoi-San Leaders elected on 31 October 2022 for a period of five years. Prior to being elected as the Chairperson Kgosi Seatlholo served as the Deputy Chairperson of the NHTKL from January 2022 until 30 October 2022. In addition, Kgosi Seatlholo is a member of the North West Provincial House of Traditional and Khoi-San Leaders.

Kgosi Seatlholo is also the Senior Traditional Leader of Barolong Boo Rapulana Traditional Community in the North West Province. In his capacity as a traditional leader and the Chairperson of the National House of Traditional Leaders, Kgosi is passionate about community development, specifically focusing on rural traditional communities. He has participated in different Committees of Houses of traditional and Khoi-San Leaders such as the Land and Agricultural Development Committee, Planning Committee, and Justice and Crime Prevention with a focus on addressing challenges and creating self-sustenance in traditional communities.

We, the delegates, at this Indaba gathered at Birchwood Conference Centre, Gauteng Province, from 28 May to 02 June 2017, focusing on restoring the dignity of the Traditional Leadership in South Africa to promote unity in diversity in pursuit of moving South Africa forward for an inclusive and prosperous future.

Economic Drivers & Rural Development Goals

Rural areas hold significant untapped potential that, if properly harnessed, has the capacity to lift millions out of poverty and act as the engine of growth in South Africa’s post-Covid recovery.

Strategy: Infrastructure Development

Rural development on the scale needed to eliminate poverty requires considerable infrastructure investment. The Master Plan provides detailed strategies for the development of rural infrastructure including renewable energy, roads, and telecommunications.

Strategy: Service Delivery

One of the most fundamental challenges faced by rural communities is the lack of adequate water and decent sanitation. The Master Plan addresses each of these challenges, delivering practical strategies for improved service delivery.

Strategy: Healthcare & Education

Quality healthcare and education are prerequisites for eliminating poverty and achieving sustainable economic growth.

ENABLING RURAL DEVELOPMENT

Rural Development Compact

The Rural Development Compact will encompass the public and private sectors, labour organisations, development foundations, rural communities, and churches, among others.

Establishing InvestRural

InvestRural provides the structures, supports, and networks needed to implement and localise investment in traditional communities.

Strengthening Traditional Systems

InvestRural will also support the corporatisation of traditional structures to enable greater investment and improved asset management.

Village Economic Development Plans

The Village Economic Development Plan is a tool used by InvestRural to support implementation of the Master Plan at the community-level.
